Scope of work
Through the Global Libraries ("GL") initiative, the Bill & Melinda Gates Foundation seeks to improve people's lives by bringing effective, sustainable public access to information and communications technology in libraries for people in developing and transitioning countries, who would not otherwise have access. GL is expanding its current work to include Brazil and is assessing grant opportunities within the government through the Ministry of Culture, specifically the National System of Public Libraries (NSPL) under the umbrela of National Library Foundation.
In order to support the National System of Public Libraries, Fundação Pensamento Digital worked directly with a Global Library's Program Officer, to design and implement an exploratory needs assessment of Brazilian public libraries.
Goal - to identify the needs of Brazilian public libraries to improve the services offered to their communities, and strength their participation in the Information Society. The results of this project will:
a. Provide the National System Public Libraries with information and evidence to support the development of a grant proposal to be submitted to Global Libraries.
b. Support the National System of Public Libraries with information to plan and implement activities and strategies to strength and develop public libraries in Brazil.
Components:
1. Define the vision and the conceptual framework that will describe how Brazilians leaders and specialists see the role of public libraries, and the services that they should offer to the Brazilian population of the 21st century.
2. Design the research; define methodology, sample and instruments.
3. Data collection and data analyzes.
